Stackable Cars for Public Transport

Imagine hundreds of thousands of stackable 2-seater cars, scattered freely across public terminals for any ordinary citizen to use to get to their destination, at which point they deposit the car at yet another public terminal for the next passenger.
WOW.
If they introduced this in the Philippines, I wonder what will stop people from stealing as many units as possible, and then chopping them up for spare parts to sell on the black market, just so they can put food on their plates?
On the other hand, it does look a bit like a space-age tricycle, which culturally speaking, is something with which we are all quite familiar.
I'd sure love to try riding one of these babies if ever they introduce it (as the article says) in an Asian city like Hong Kong or Singapore.
